Huawei phones can ask both Huawei ID verification and Google account verification after they are made reset factory, it depend on what kind of protective way that the old owner set up.
How to put Fastboot on Huawei P9 EVA-L09?
+ Unplug cable (if your Huawei P9 is connected laptop/desktop)
+ Turn off phone
+ Hold: volume Down + Power. It will say "Phone Locked FRP Lock"
